A catchy title or memorable logo. Text that is appropriate for the topics etc. A headline that will make the audiance want to buy or read it. Cover lines and price (if its not free) - then also a barcode. I decided to my magazine free because then it shows the college is quite generous to students and wants them to have there advice and news for free.
